When you view a file in your browser, that's downloading it. You can't give someone a .jpg to view without giving it to them to download, since viewing is downloading and web browsers will readily allow people to save (which is really just copying to a different directory) when they want to without giving the server side a choice in the matter.

When viewing links - I would like to see an option for people to be able to view attachments- jpgs or pdfs without letting someone download a copy.
