I've got new members signing up using tags that are already in use and instead of increasing the size of that tag it ignores it and adds the others to the cloud.

Yes. Tested and it works that way on my sites. On your site, you don't currently have any repeats amongst the newest tags so I can't see if there's a problem:
charter boats, charters, deepsea, wrightsville beach charter fishing, wrightsville beach charter boat, north carolina, sportfishing, wilmington charter fishing, biology, fishing derbies, salmon fishing, ontario, deep sea, indian river, guide, charter, fishing outfitters, fishing charters, fishing lodges, fishing guides
Several near-repeats but all slightly different I believe.
By default, the font size = number of uses of the tag * 2 + 8 - 1, to a maximum of 30. Tweaks can be set to change the maximum and minimum font size and change the multiplier from 2 to something else. If charter is used 4 times, it should have font size 15 if you haven't set the tweaks.
The $tagsizemultiplier tweak wasn't working, setting it to anything other than the default caused the multiplier to be zero. Fixed. "charters" now shows larger than the others because it has 6 uses and the others have 1.

What is the minimum trigger point at which the font increases?
One tag for sure, which is "charter" has been used four times.

The only edits I've made is I changed "tagsizemin" to 12 a while back to see if I could get a response from the cloud.
But it never worked.
