Anything can be removed by editing the template ('show links in category' in that case) but the issue was a template conditional being wrong and this was fixed a week or two ago. (I didn't think it affected 3.1x though.)

Hi,
Even if you turn off the option for users to submit links or categories, there is still something at the top of the page which says :
Submit Links
Submit Categories
Is there anyway to remove this or just stop it from displaying?
