Hey, I have alot of categories that are in the fashion of "Free & Cool".

Is there a hack of some sort that would automatically remove the "&" from the links when generating the static version of the directory?

Using a different naming sheme, that doesn't rely on the category names, would obviously do it. There is no other way that I recall.
