OK. I think I may be somewhere towards solving this.
I completely deleted the category headings and typed in new ones. I had imported those links from the Link Manager Assistant and I suspect that there were some 'invisible' characters that were causing the problems.
Any category which has a characater in the name which is illegal in URLs will use the numeric rewriting.
how much of a problem would it be to allow charactors such as '&' and commas in urls?
Well they can't be allowed in URLs, that's impossible, automatically removing them while using the alphanumeric part of the name is a future possibility.
Thanks. I only ask because the LMA directory tool that I have just migrated from, *does* allow pretty much any character you like in the rewritten URL. The following is a typical example. I don't think that they used ,htaccess as extensively though.

I've installed WSN links and enabled the SEO options. When I enable the "Use category names in URL" option, there is a problem.
Some URLs are still diplaying numerical URLs. I have ensured that none of the titles have any special characters but this makes no difference.

Hi
Yes. SEO links *are* working. The issue is that they are not working consistently.
Most are displating ;
http://www.domain.com/directory/name_of_link
But others are still still displaying;

I have just installed 3.16 in a new directory and the same problem applies - to the same categories!
I have even tried changing the category names to simple one word names, but they are stuck as numerical rewritten URLs.
Very odd.

Incidentally, how much of a problem would it be to allow charactors such as '&' and commas in urls? It does limit the heading titles somewhat?
Thanks.

Don't ask me how they did this, though.
