A secondary group lets a member take on any additional permissions which that group has, beyond their primary group's permissions.
It doesn't matter what's in any box, only what's selected of the options in the box. If you haven't selected anything then they have no secondary groups.

On the Eedit User page, at the bottom is
Secondary Usergroups:
I only have member and admin as usergroups, and both appear in this box.
What is this? On a member who should be only a member, this box includes both "member" and "admin".
