Ok, well after clearing cookies and temp internet files with no luck I went into the phpmyadmin and deleted the last entry from the the wsn_email table and now the site loads. Phew!
So, here are my email settings which I don't believe I've changed from default, but at this point who remembers anymore. Just saw that some of these are new so they're still blank.
SMTP: < all items blank > Bounce Collector: E-Mail: < all items blank > E-Mail Log Duration: 50 days Number of emails to send at a time from queue: 10 Use -f parameter in sending mail? No Send confirmation email to user when they register? Yes Send confirmation email to user when they submit a link? No Send email to user when their link is validated or rejected? Yes Send email to user when their link has expired? No Send a warning 4 days before projected expiration. Send email to user when their link's or user account's sponsored status has expired? Yes Send a warning 0 days before projected expiration. Send email to user when a link is reassigned to them? Yes Send email to user on their birthday? No Notify admins via e-mail of items pending validation? Yes Notify admins via e-mail of edited links even when they don't need validation? No Only send unique subscription notifications? Yes Default Sending Format: Plain Text - this is the only item I had changed to MIME. Now I just use the checkbox on the send email page to test sending as MIME Send Everything from Administrative Address? No
Well, Paul, apparently after all this time it must be my host causing the problem. I tried sending out an email as MIME from 2 other sites which have much less customizations than the one I've been testing with and neither worked. Both resulted in the same - Bad parameters to mail() function - error.
I will pursue the issue with them and if I come up with an answer I will update the thread.

You could test if it works with the -f parameter on, though that should be independent of MIME.
