It seems that we do not have were to state the value of {RATINGCANVIEWFULL} for each usergroup.
At manage usergropus we have Trader Feedback-Needs Validation checkbox, I understang that here we could also have the Trader Feedback-Can View Full checkbox.
At the moment by default, admin can view full feedback comments but members not.
The person who commissioned the trader rating system just wanted admins and the person being rated to be able to see it.
What you're requesting then, is permissions 'can view own full trader rating comment' and 'can view all full rating comment' I suppose. Unless more people are interested this won't be a high priority.
