The behavior I'm seeing is that they only show if there is a rating. This is intentional, because when review comments are included they need to click the ratings link in order to leave a rating, ensuring they have the opportunity to leave the comment.
The stars do show in the same place as usual, as long as there's at least one rating on that listing.

The variable {RATINGSTARS} does not seem to display star images if the switch is set to include reviews with ratings. Is this a bug?
