After removing all moderators from a category the field 'moderators' is not empty. This causes the {CATHASMODERATORS} variable to not be 0 while it should.
Please do not report bugs on versions that are around 10 months out of date, it serves no purpose. 3.20 had a ton of bugs, which is why the subsequent 13 releases were made.
