I don't know of a way to make the marker show on a link, but to show the neighborhood you can use this:
<a href="http://maps.google.com/?ie=UTF8&ll={ITEMLATITUDE},{ITEMLONGITUDE}&spn=0.971412,1.746826&z=9">View {ITEMTITLE} on google maps</a>
To adjust, go to http://maps.google.com and zoom to the desired level, then use the "link to page" option and change the ll= part of the link as above.
