I created a field 'attachtest', uploaded an image to it, and went to localhost/wsnlinks/download...p?id=4956&field=attachtest . It displays the image perfectly. You're going to need to tell me what you're doing different so that I have a method to reproduce.
Based on the error, could you simply have attachments switched off?
After checking a lot I realize that actually I do have attachments switched off ! and this was causing the problem. I have being upgrading this directory from 3.16, so I maybe a previous upgrade has this switch off by default?, and I had by-passed this difficulty by using a previous dowload.php version.

Hello Paul,
When using custom field image attachments, they can not be downloaded or opened.
When clicking on
< a href="download.php?id={LINKID}&field=image1attach" > MyImage1 </a>
The following error arises:
Fatal error: Cannot instantiate non-existent class: attachment in /home/mywebsite/public_html/mydirectory/download.php on line 77
I have solved this by uploading old "download.php" field. It should be some issue at this file.
