It is switched on and all is well with templates. Is there an issue or can you think of anything I may have done that has stopped it counting? Forum views work Topic views remain at 0 Both are switched on.

This thread, for example, shows 3 views. What are your view counting settings at Admin -> Settings -> Topics in the right column?

Please take a screenshot.
