I know you have your other topics about the file permissions and such, but believe me, they are not 100% clear. Is there a way, you can maybe post a complete list of the directory structure of a clean, working install, so we can see what permission EACH file and folder is supposed to have?
Required values differ by host sometimes, some for example require .php files to be 644... but this would be how it'd upload by default there and so not an issue. The rule of thumb is that if you're worrying about it you're doing too much chmoding and should've left the stuff alone.
