When I submit a link and attempt to create a new account for its owner at the same time, it creates the new account but no username is saved. This results in accounts with no login capability.

I have "autogenerate accounts" set to ON and "treat emails as usernames" set to ON.

My Suggest Link template contains the text fields "name" and "password" for the submitter's email and password. Am I doing something wrong?

It's illogical to have autogenerate accounts and the option to request an account on the suggest link page at the same time. I'd expect it to end up with two accounts.

I turned off "autogenerate" and instead made 'name' and password' required fields for link submission. The new account for this user still has blank entries for 'name' and 'email' in their profile.

EDIT: However, "Autogenerate Accounts" does work correctly when the template is modified to include only the 'email' field.

Maybe the 'name' and 'password' account creation is lost during link Validation??

I still can't reproduce this. Post the result of your admin/diagnostic.php.
