I'm trying to use them right now... and I need them to function as links, but I don't want 302 redirects which are being used.

For example you have different type of promotion for your listings/links. You can use specific categories just for those specially promoted links.

I'm actually having a problem with category types. I created "featured" cat type, but it appears right with all the regular ones at the top level.

Are you sure you've actually selected to not mix the types?
