The language guests see is the default language you select at Admin -> Customizations -> Language. The fallback in cases where nothing was properly selected there was defaulting to the setup copy instead of finding an existing language, that part was a bug.

I have noticed that when selecting:
Manage Usergroups-> Guests-> Can view site : no.
After user logout the cateogry names and descriptions previously modified,
are lost, and they are now renamed as: Test; First; Second...

That means you're using a different default language than the one you have selected in your member profile.
