I have the usergroup default as can not suggest category, but I have one cat that I want them to be able to.

Under the usergroup permissions when editing that cat, the choice for submitting sub cats is not there, only links and comments.

Just inserting <input type="checkbox" name="cansubmitcategories" {CANSUBMITCATEGORIES}> Subcategories
into the category permissions template may do it, will have to test.
