Have just tried to register an account (1st time since upgrading from 3.3.2 to 3.3.3) as a guest but it just states - You've already registered, you can't register two accounts.
I thought perhaps it might be something I had done to the template so I reinstalled the original register.tpl - but still get the same message.
However, I then registered while logged in as administrator and it was accepted. Registering whilst logged in as an ordinary member gives the error message.

It seems self-explanatory to me. It says "You've already registered, you can't register two accounts" because you've already registered. Admins are naturally allowed an exemption from this so that they can create test members.
If for some odd reason you actually want people registering numerous accounts, to give theirselves numerous reviews or whatever, see admin cp -> settings -> users -> Use cookie to prevent duplicate registrations?

It seems self-explanatory to me. It says "You've already registered, you can't register two accounts" because you've already registered. Admins are naturally allowed an exemption from this so that they can create test members.
If for some odd reason you actually want people registering numerous accounts, to give theirselves numerous reviews or whatever, see admin cp -> settings -> users -> Use cookie to prevent duplicate registrations?

Sometimes I could require somebody to have two accounts with different user names - so is this not possible?
What about members of the same family who share the same connection but require an account each?

No, it's a matter of the cookie, not the IP.
If you don't want it, turn it off as I said above.
