Well then I guess it's part of whatever odd upgrade issues you had that causes other stuff like your upgrade.php to not work. Really there's nothing that could cause attachments to give that message except the usergroup permission field not existing, such that it's always 0.

gives me a message that I can attach only 0 files. I allowed all member groups to attach files and still can't get it to work.
Also, when submitting a link and making preview - it takes out attaching file path, and member registration data

Yet again not a bug, it simply means you've configured to allow each usergroup 0 files.

no, I setted 1 attachment and even 2 for the admin group just to see if it changes anything.. result is still the same.
