Is it possible to have a link attachment actually send with an email? Maybe by creating a new variable to add to the particular language item email? Just a thought.
If this is possible only by a custom job please let me know how much you estimate it to cost.
With MIME you can embed HTML that calls an attached image, though many email clients will prevent that from loading by default (since it can confirm to a spammer that an account is active).
Actually attaching files isn't currently possible. It's not clear to me what a good interface for it would be. I suppose a <!-- BEGIN ATTACHMENTS --> area would have to ba allowed, and then something like {EMAILATTACHMENT[{ATTACHID}]}. Do you want the attachments embedded in the message somewhere, or just attached?
It should be 4-8 hours, so $200-$400. Maybe quicker if lucky.
