I want to approve sites ( requires admin approval option) only after I see that a reciprocal link was already placed.
The way I see it: Webmaster submits his site. The scripts creates his temporary profile where he can get all codes. He places those codes on the site and clicks on the link to verify it. Only after he verifies the link the profile will become avalible for admin to approve.
Of course this should an option as some may want to use it as it is in older version.
In older version (2.5) a webmaster can get codes for reciprocal links only afer his site is submitted to the directory. So admin actually have to check his site later for reciprocal link which is not convinient way.

No, although it's possible to not allow a submission to be submitted at all if the return link isn't there.
