If a link is listed as a Recip Link but the recip URL field is empty, what happens when the Recip Link Checker is run?
1. Is that link ignored?
2. Is that link added to the "suspect" list? (even though there is no value in the recip URL field)
What I'm hoping is that it is subsequently listed as "suspect" (and not ignored).
