I'm not sure if it works currently in the the script.
The idea is the same as for remote voting or search which other webmasters can put on their sites that is webmasters may choose to put RSS on their sites and the feed for that RSS is going to be comments about their link. Let's say a web owner is showing 1 comment only ( or 2 or whatever admin sets for this) and of course anyone clicking on "More comments" is taken to the Comment page and the site owner is credited for the click In.
This is just another way to get webmasters to put a link to your directory and if they get good comments they will gladly put it on their sites as it's unsolicited indipendent testimonials from a third party and can be great proof of their good service.
So is it possible to do in the current version ( 3.20 and up)? If so how?
