Hi, I followed the instructions to upgrade from 2.5 to 3.13, but when attempting to access the admin I get this error:

I followed the upgrade instructions in the readme.htmlfile, however, when I attempt to login to the admin and run the upgrade, I get this error:

I'm unable to get the debug on. Will I have to write a query to get the debug on or is there another alternative without having access to the admin?
