Hallo Paul,
In templates/Multilingual/Admin/wrapper.tpl is not correct meta tag with charset.
<meta http-equiv="Content-Type" content="text/html; charset="{LANG_CHARSET}">.
Here is additionally one quotes (red color) and this meta is not works correct.
In templates/multilingual/wrapper.tpl is that ok:
<meta http-equiv="Content-Type" content="text/html; charset={LANG_CHARSET}">
