Error on homepage in usermode

everytime access the wsnlinks homepage i got this multiple erros
Error #2: 'A non-numeric value encountered' in includes/commonfuncs.php on line 3390.Error occurred for usergroup #1 on 2020-04-16 11:54:13. Step 1 of backtrace: File: includes/commonfuncs.php Line: 1865 Function: adjusttotimezone Arguments: 1584517284
This must've been caused by the same thing that caused the problem in your other thread -- in 10.4.70, submitting changes on pages was causing them to transmit the values with plus signs stripped out. If you'd edited the localization settings, the timezones include plus signs.
After upgrading to 10.4.71, at Admin -> Settings -> Localization, put this in the Default Time Zones box: UTC-12, UTC-11, UTC-10, UTC-9, UTC-8, UTC-7, UTC-6, UTC-5, UTC-4, UTC-3:30, UTC-3, UTC-2, UTC-1, UTC, UTC+1, UTC+2, UTC+3, UTC+3:30, UTC+4, UTC+4:30, UTC+5, UTC+5:30, UTC+5.75, UTC+6, UTC+6:30, UTC+7, UTC+8, UTC+9, UTC+9:30, UTC+10, UTC+11, UTC+12, UTC+13, UTC+14

but strangely, when i login as admin, those error gone,
any hints on this error?

update :
i try to change the setting around and seems by set the correct timezone, all the error is gone
is true that above error related to timezone setting?
