To view hidden listings you can click the hidden listings link in the admin panel search page -- or use a direct link, or a toplist of your choice. This is the way it's always been since hidden listings were introduced circle 2003, not a bug. I'm not sure it makes sense to have hidden listings on bulk edit, but will consider it.

Bulk edit listing does not seem to be showing hidden listings, so other than going into the database there is no way of editing hidden listings.
