Sort of. admin/createscheama.php makes a setup schema file based on your current setting selections that would make a new installation on that schema get those settings... but for that purposes it's easier to use the clone utility, so createschema.php is no longer linked and only used for internal behind the scenes purposes.
There was also a sort of bug diagnostic utility for a while years back that generated SQL to change all the settings to match, but it was soon dropped because there are so many localized conditions it couldn't catch that it was just wasting days going back and forth trying to get that file that would turn out to not be useful.

Exporting Settings - seem to recall there was a way to output/export the numerous choices in the settings and the like ....
Can't find it now ..
