The PM which I assume you must be referring to is sent when the user selects in their profile to receive notifications of all moderating actions. If they specifically want to be notified of everything it seems appropriate to let them be, doesn't it? You can turn off "Moderation notification option" in your switches if you prefer not to let people choose (it's more of a forum-oriented feature, I wouldn't enable it on a links site myself).
The "reject without notification" is just intended to avoid sending out the email notification of a rejection -- mainly in case it's spam and you don't want the spammer getting your email address in the notification for fear of getting your email spammed.

If you select "reject without notification" during validation, it still sends a PM, is there a way to stop this?
