Sponsor can be separated while still mixing the other types... but you say you want recip above regular, so you don't want to mix the types at all. Go to Admin Panel -> Settings -> Links and set "Mix link types?" to "no"... after you do that, they'll be grouped as in the template.
In order to comment on that, I need the details of your sponsorship and type settings and your listings. Or, request inspection: http://www.wsnlinks.com/inspection.html
Also the 4.1 series is three years old and no longer supported. If you're really using it still, upgrade.

How can I change the default template to change the display order..?
I saw an article here: www.webmastersite.net/forum...ithin-catagories-7475.html
unfortunatly I think its too old to be relavant.
I would like to display Sponsor links first, then reciprical links, and finally regular links.
thanks

I have found the code that displays them.. but can't seem to affect the order.
<IF {SHOWREGULAR}>
<table {STANDARDTABLE}>
<!-- BEGIN REGULAR LINKS -->
[INSERTFILE=linkbit]
<!-- END REGULAR LINKS -->
</table>
</IF>
<IF {SHOWRECIP}>
<table {STANDARDTABLE}>
<!-- BEGIN RECIP LINKS -->
[INSERTFILE=linkbit]
<!-- END RECIP LINKS -->
</table>
</IF>

Only one of the non-sponsored ads appears below the sponsored ad.
