With templates, personally I use the online editor so I don't run into the issue, but you can use the admin panel's chmod utility to set all templates to 666. Or just delete before uploading.

There's no reason to chmod files which are owned by the script's user ("nobody") -- it already has full control over them, chmoding would only give other users control who don't need it.

This is normal behavior when PHP runs as apache. As I mentioned in the thread, suExec may offer an alternative but I haven't tried it.
