hmm, I have only been putting in the date (didn't realise you could specify a time!) All my links on http://www.freewebbargains.com set to expire on 31st Oct were removed. Whilst I want to input an end time along with the date, I do not want the actual time to show, just the date. This is because it is the server time which is not "our" time and will thus confuse people.
You can pass a custom date format to it - {LINKEXPIREDATE[%d %b %Y]}. The problem is that if only the date shows, the time gets recalculated to midnight upon edit. There's no way to tell the difference between a user request to change the time and an intentionally hidden time.

I don't see how that'd help.
The best thing to do probably is get it aligned to the time zone of the submitter.
