can someone explain what would be the easiest way to make an link import file ?

Maybe im mistaken but would that be a text file (flat) ?
And how should i create that ?
Can someone give me some samples..?

In v. 4.1.0 beta 4 I tested importing a flat file by using data in an Excel file and simply saving it as a comma deliminated csv. Worked fine smiling face

CSV will be the easiest format if you're looking to work with spreadsheet programs, since they'll usually have an option to save as CSV. XML also has advantages though if you're comfortable creating it.

In 4.1, RSS is an option as well if you have a feed you want links auto-inserted from.
