what exactly does this mean..? Sorry for sounding thick, but the above, taken from edit.tpl, isn't clear... could someone perhaps give an example of the type of URL that it refers to?

It means that's what the person has placed on their website in order to reciprocate. It might be theirsite.com/linksredirect.php?out=1245
