Hey Paul, when I click on the New Links button at the top of my WSN, I get the display as seen in the attached screenshot. I've re-uploaded newposts.tpl (I'm using multilingual) and even tried the default newposts.tpl but no luck.
You probably put a toplist in your wrapper with the same number as lots of other toplists like those are using, namely 1, thus you're breaking all the toplists.
This issue is now resolved. I had turned that switch on, and had then moved the code into the wrapper as thats where I wanted it to show. But for whatever reason, putting it there meant that 'view new links' broke. Moving it back into the main index works

When I click the Options button, practically all the templates also display as above...?!

i haven't yet put my own toplist... the only toplist I have is the one that came in the default multilingual template:
<CONFIG>links,id,5,descending</CONFIG>
<a href="{TRACKLINKURL}" {EXTERNALLINKS}>{LINKTITLE}</a> {LINKADMIN} <br>
<!-- END TOPLIST 1 -->

There is no toplist in the wrapper of the default multilingual template.
It could be you're just looking at the page as a guest, too, as it didn't used to work for non-members.

There is. In the switches, there is an option: Toplist on front page.
And I'm logged in as admin...? Any ideas?

The wrapper, quite obviously, is not the front page. There is no toplist in the default wrapper of either template set.
