You must be confusing link details with link destinations. The option is for the link details. Or since you declined to state your version number in the field where it asked you when you created this topic, it could be something solved a long time ago.
My humble apologies for neglecting to mention the version number in this topic. If you had mentioned that this was an issue before, I would have happily supplied it. The version number is 3.24.
However, I am still unable to understand from your answers, what settings I need to change. In your previous post you said that I had to switch "it" on. So, as you can see, I switched URL "Link Details" on. Was that incorrect? I am unsure what you mean with regard to "Link Destinations". I can't see this setting under the SEO section.
I have attached a screenshot of the settings that I have in place, so that you can see what I am referring to. Perhaps you would be kind enough to let me know if these are the correct settings.
I think the only related changes in the script were since 3.2.3, not 3.2.4.

I mean the things you click to visit a link. The rewriting isn't for that. You don't click a url that has a link name in it to visit the link, only to see details. It would be useless to have the visiting link use the name since, naturally, it is not indexed by search engines.

Under SEO, The "Format for link details rewriting" is the default and looks like this.s;
links/{LINKTITLE}-{LINKID}.html
But my urls don't have a file extension at the end of themm. They look like this;
http://www.domain.com/cat/page-name
and I would like them to look like this;
http://www.domain.com/cat/page-name.html
Do I need to edit the .htacces file? And if so , what do I change?

You presumably simply have it turned off. If you tell it not to use link names in urls, it doesn't use the text there.
