Set the usergroup permissions for the applicable usergroup to not allow submitting categories.

I did that already. But still the link '[Submit New Subcategory]' appearing on category template (where list of links appears). But its not alowing the submission though.

I will just remove the link from html. Is that ok?

Yes, of course.

I see the conditional isn't in the template in 3.2. Will re-add it sometime.
