If one tries to execute it(like in the case several minutes ago), the script starts looping and overloads the server.
We have currently disabled this script and have unsuspended your account.

What i am suggesting is you change webhost. I checked out the siteground.com and think that they are offering too much bandwidth for users. 100 GB is not normal for a $5 monthly plan hosting.
And i used to visit your site and in my opinion, it was loading quite slow even when i am using dsl. This is the servers end problem i guess.
Switch to ipowerweb.com( no affiliation ), I used to host wsnlinks directory there. Costs me 7.90 something a month and my site was loading fast sharing with 64 other websites.
You could try deleting and reuploading the file. Suffice it to say I don't remember there ever being a vote.php problem of that sort and there certainly isn't now in any sort of standard install.
It is entirely possible for WSN Links to get you suspended for high load, depending on your use of it, but vote.php is a very fast and very minor file which is not one of the resource guzzlers.
I do agree by the way that a host that offers 100 GB monthly transfer at that price is probably attempting to prey on newbie webmasters. Typically they create resource usage limits such that anything you might try to do which would actually make it possible for you to use your 100 GB will happen to violate the resource usage limit by the time you've used 10 GB.

to me that is nothing different than a couple of spiders crawling my site at the same time 3 or 4 users are and they are saying that it is overloading their server

Spiders can cause problems with a popular site if you don't have a robots.txt to slow them down. Just use
User-agent: *
