On search templates:
You have the option to sort only if numresults is over (5?)
You have the option to refine the search only if numresults is over (10?)

On displaylinks template:
Same, only catnumlinks instead of numresults

I'm inclined to leave that as a template customization. Just put the conditional you want around the sorting bit.
